I am directed to refer to my two minutes of 7th
February, 1939, addressed to you, of which copies are
attached, requesting the return by 11th February, 1939, of
certain papers belonging to this office, and to inform you
that, as you failed either to comply with my instructions
or to offer any explanation, I had no other recourse but
to report the matter to His Excellency the Governor, as
foreshadowed in those minutes.

His Excellency has now instructed me to obtain
from you in writing an immediate explanation of the se
defaults in correspondence and to require you to present
a full reply without delay.

I am to remind you that as recently as November
last I had occasion on His Excellency's instructions to
impress upon you the importance of a more serious and
responsible attitude in dealing promptly and punctually
with correspondence, unless there existed reasonable grounds
for delay, and I am at a loss to understand why the se
further instances of apparent lack of a sense of responsibility
on your part should have occurred.
4.
As the dates will indicate I allowed a reasonable
latitude in consideration of your recent absence from duty
owing to sickness.
